SUMMARY DESCRIPTION

Under administrative direction, directs, manages, supervises, and coordinates the activities and operations of the Capital Projects/Traffic Engineering Division within the Public Works Department engineering design, traffic engineering, survey, special assessment districts, construction engineering, and pavement management; oversees and evaluates the effectiveness of engineering operations; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the Director of Public Works.

Essential Functions

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Performs delegated City Engineer duties including signing plans, plats, and other technical documents as well as municipal code or policy required instruments including special assessment districts and NRS items regarding professional services.

Assume management responsibility for assigned services and activities of the Capital Projects/Traffic Engineering Division including engineering design, traffic engineering, survey, special assessment districts, construction engineering,

and pavement management; oversee and evaluate the effectiveness of engineering services.

Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.

Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.

Plan, direct, coordinate, and review the work plan for engineering staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

Select, train, motivate, and evaluate engineering personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

Oversee and participate in the development and administration of the division's annual budget, strategic plan, and infrastructure management programs; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.

Ensure timely resolution of operational issues; anticipate potential crises and act to prevent their occurrence or reduce impact.

Represent the City's interests and positions before legislative and rule-making authorities at all levels of government.

Implement the City's Capital Improvement Plan; provide input to updates and revisions to the plan as necessary; assure that projects identified in the plan are designed and constructed consistent with the plan.

Organize and direct various capital improvement projects; ensure compliance with established budgetary guidelines.

Receive and review construction plans, design work, specifications, and estimates; recommend change orders and modifications to ensure conformance with applicable standards.

Participate in the selection of consultants and outside contractors for the performance of assigned capital improvement projects; review engineering reports prepared by outside consultants.

Serve as the liaison for the Capital Projects/Traffic Engineering Division with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.

Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.

Provide responsible staff assistance to the Director of Public Works; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to engineering programs, policies, and procedures as appropriate.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of engineering; incorporate new developments as appropriate.

Respond to and resolve difficult and sensitive citizen inquiries and complaints regarding engineering projects.

Perform related duties as required.

Minimum Qualifications

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Operational characteristics, services, and activities of a comprehensive public works program including civil engineering functions.

Modern and complex principles and practices of civil engineering.

Concepts of administrative relationships within the City.

Principles and practices of developing and monitoring strategic plans.

Rules and regulations governing public meetings.

Recent developments regarding civil engineering.

Principles and practices of program development and administration.

Principles and practices of municipal budget preparation and administration.

Principles of supervision, training, and performance evaluation.

Pertinent federal, state and local codes, laws and regulations.

Ability to:

Oversee and participate in the management of a comprehensive engineering program.

Oversee, direct, and coordinate the work of lower level staff.

Select, supervise, train, and evaluate staff.

Participate in the development and administration of division goals, objectives, and procedures.

Prepare and administer large program budgets.

Prepare clear and concise administrative and financial reports.

Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

Research, analyze and evaluate assigned service delivery methods and techniques.

Understand the organization and operation of the department and of outside agencies as necessary to assume assigned responsibility.

Respond to requests and inquiries from the general public.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

A Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.

Experience:

Seven years of increasingly responsible engineering experience including two years of administrative and supervisory responsibility.

License or Certificate:

Possession of an appropriate, valid driver's license.

Possession of registration as a Professional Engineer in the State of Nevada or the ability to obtain one within six months of hire.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: Work is performed primarily in a standard office setting with some travel to different sites and locations; incumbents may be required to work extended hours including evenings and weekends.

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; visual acuity for reading engineering plans and specifications; and to verbally communicate to exchange information.
